Safety Committee Meeting

Don Dunn, Daron Winters, Chris Ratliff, Shannon Adams, Chuck Koelker
 
Discussed possible light duty jobs in the department. Suggestions included: hydrant mapping, inspections, updating SOG’s, updating switchboard information, inventories.
 
Recent problems with communications apparently have been caused by the temporary move of the dispatchers to the County Public Safety Building in Mexico Farms.
 
The Union is still looking for a refrigerator for the apparatus room and a small freezer for Sta. 2.
 
Inspections have been placed on a disk in the laptop on the Command Unit. This should lessen the delay pulling up information on an incident.
 
Discussed mandatory fall protection for anyone in the bucket of Truck 1. The current ladder belts used with turnout gear and SCBA are very restricting. The committee feels that they would limit mobility too much. Therefore, we recommend not any change until more information is gathered on the risks.
 
No new injuries were reported at this time.
 
Our radio communications are very limited inside of the new hospital. Western Maryland Health System is aware and working on the situation.
 
After some testing by some members, it is recommended when using SCBA place the portable mic against the voice amplifier and talk in a normal voice. Radio transmissions are more clear when used this way.
 
The committee recommends that ambulance crews get into the habit of not bringing the cot inside homes. This will prepare crews for the power lift cots which are about 20 pounds heavier.
 
The committee needs to pick up member from C Crew to replace Jon Hamilton who resigned.
 
The next meeting is scheduled for Thursday, Oct. 1 at 0815 hrs.

Members present were Dunn, Growden, Koelker, D. Winters, Ratliff, and C. Brown

 

Discussion on Fire Department physicals. HSC  makes three recommendations.

1.    All new hires receive an NFPA 1582 compliant physical and stay on an NFPA 1582 compliant schedule throughout his/her career.

2.    Continue budget requests for NFPA 1582 compliant physicals for all members.

3.    Annual physicals for all members that at a minimum equal the physicals received in 2008.

 

C. Brown presented a chart of Fire Department Workers Comp losses from 7-1-06 to 12-31-08.

 

Any lost time from a workers comp injury must have a doctors slip to return to work.

 

HSC recommends that all new hires have training on EMS and proper lifting procedures before being assigned to a crew.

 

HSC will accept the Montgomery County Fire and Rescue Services Uniform Advisory Committee Final Report : Class C Uniform Study March 1, 2006 in regards to the Cumberland Fire Department changing uniforms.

Attending:  D. Dunn, T. Growden, B. Long

Discussed hooking the laptop computer in the back on the Command Unit so that it can remain on all of the time.

The hard wired smoke detector at Sta. 2 is repaired.

The Sta. 3 side door light is connected to the station neon sign and cannot be turned on because the neon sign is damaged.  We will check and see if the light can be separated from the sign.

Discussed medical physicals.  T. Growden will check on the price of the hazmat team’s physicals.           The committee recommends that the Department pursue:  

1)  NFPA 1500 physicals or

2)  Hazmat team entry/annual physicals

3)  Personal doctor physicals with forms describing job description and confirming individuals’ ability to perform duties.

Discussed possibly contacting the company that periodically comes to the area and does scans to detect individual’s possibility of having health problems.

Discussed the possibility of incorporating BP and heart monitoring into rehab training.

Equipment needed for Eng 1-4 and Eng 1-5 to be in service should be requested

Bariatric procedures are in draft

Eng 1-2 should be taken out of service until pump shift problems are fixed

An on-line exposure report is in the works

Discussed discontinuing members medical history file

Discussed need for members emergency contact information in Fire House

It was reported that there is a problem with the smoke alarm at Station 2

Per D.C. Cline out of service equipment should be pulled into garage bays

Discussed need for rain gear on ambulances

September 3, 2008

 

The meeting was called to order. Members present were Dunn, Growden. Koelker, D. Winters, and Ratliff.

 

A new kitchen stove is in place.

 

Dunn reported from staff meeting to get list of equipment needed for reserve engines to be in service ready except for ALS equipment. Bariatric protocols are in progress.

 

 There was discussion about some issues with drivers training. Dunn is to clear up some issues.

 

There was discussion about the new SCBA. HSC felt that the third SCBA from Eng. 2 should be on T1 or Eng. 3 officers position.

 

There was discussion on I68 calls. Maintain good scene safety.

 

Dunn had no new injuries to report.

 

There was discussion about updating the medical history files and putting the exposure reports online.

 

Dunn reviewed the FY 07-08 Injury Report.

August 4, 2008

 

Meeting was called to order. Members present were Dunn, Growden, Ratliff.

 

Dunn reported that Safety glassed were issued. SWR footwear is here and in the process of being issued. Two new chairs were purchased for the communications room.

 

The HSC recommends that 2 new chairs be purchased in January and that four chairs be budgeted annually with two purchased in July and two in January.

 

First Report of Injury training was done with the D.C.’s and Captains.

 

Policies/Procedures for bariatric patient is in progress.

 

D.C. Dunn will discuss reserve engine status and mirrors for 344/370 at next staff meeting(8-6-08).

 

Dunn reported that in the July Safety Matters News Letter the Fire Department had 11 incidents for the fourth quarter of FY-2008(April,May,June) for $98,766.

 

One new injury was reported since July HSC meeting.

 

Ratliff and Growden are to work on an Apparatus Status Board.

 

Problems with the kitchen stove were reported.

 

The next meeting was scheduled for Wednesday September 3 at 0830.

The meeting was called to order. Members present were Dunn, Growden, Ratliff, D. Winters, Koelker, and Brown (CBIZ).
 
Dunn reported that safety glasses have been received and ready to be issued.
 
Winters reported that SWR foot wear will be ordered within the week.
 
It was agreed that HSC minutes will be posted on the Fire Departments bulletin board and Local 1715’s web site.
 
Discussion was held on the communication room chairs. The HSC will investigate and recommend a chair.
 
Discussion was held the Supervisors First Report of Injury Form layout and the need for training on how to fill it out.
C. Brown will review the form for needed changes and put together training for the Captains and Deputy Chiefs.
 
Discussion was held on the need for policies/procedures for beriatric patients. In the near future we will have a beriatric transport ambulance in service and it alone does not answer all of the questions.
 
Discussion was held on the need for our reserve engines to by equipped for service without having to transfer equipment.
 
Dunn reported that the Public Safety Building fire alarm was in-service per CFM 1 Rogers.
 
Discussion was held on an issue with the parking brake not being set on M344. The HSC feels this was an isolated case that does not need any changes in policy/procedure.
 
Discussion was held and the HSC recommends that rear view mirrors be installed in 370 and 344. This will allow the driver to monitor conditions in the patient compartment should the EMS provider need assistance if the patient’s condition worsens or becomes combative.
 
Brown presented the latest Fire Department Losses Report.
 
The next meeting is scheduled for August 4, 2008 at 0830 in HDQS.
